There aren't any official alternatives to PG&E utility power, other than choosing to live in an off-grid home, which many people do in the Sierras. This generally requires solar, batteries, and a generator, and several local contractors do these types of projects under a permit. Our area has pioneered off-grid living since the 1980s, and the building department has a process to follow.
